If you like simplicity, omit the cover, and sew the legs like its arms.

How to make

Sew up the base cloth.
Sew the toe. Refer to legs of basic doll.
Cut them.

Turn inside out.
Stuff it with polyester fiberfill rather softly.
Sew the cover.
Put on the cover.
